Interesting read, but I am not sure how useful it is. So it tests Matlab, Scilab and Octave and has conclusions all over the place, making all sorts of qualifications about operating systems, and sample problems used and versions of the programs used. How does that help the person trying to determine if Scilab, in this case, is good for computing? It pretty much tells him that they have to make that determination themselves, for their specific circumstances and their specific calculational problem and if for some reason it doesn't work, then try a different version of the program.
Typical publishing for the sake of publishing and probably using up the money in some grant, or something

Dale, although not directed towards the OP, my sentiments directly. Publishing for the sake of Publishing
One could have reached similar (the same ??) conclusions without wasting god knows what level of resources were wasted in terms of time, money, etc.
